On or about August 18, 2022, Laredo Sector Chief Patrol Agent Carl E. Landrum refused to bargain with the Union over the implementation, creation and establishment of exterior field processing tents in the Laredo South Area of Responsibility, specifically at 7210 US Hwy. 83, by notifying Union President Hector Garza that he would not negotiate with the union.

Failing to bargain with the Union over the issues described above restrains and impairs the Union’s ability to represent the bargaining-unit Border Patrol Agents and Support Staff of the Laredo Sector.
