On or about July 5, 2022, Laredo Sector Chief Patrol Agent Carl E. Landrum refused to bargain with the Union over the issuance of Laptops “Toughbooks” to Border Patrol Agents and further refused to bargain with the union over the implementation of Field Processing of detainees in Border Patrol custody by notifying Union President Hector Garza that he would not negotiate with the Union.

Failing to bargain with the Union over the issues described above restrains and impairs the Union’s ability to represent the Bargaining-Unit Border Patrol Agents and Support Staff of the Laredo Sector.
