On or about June 9, 2022, Laredo Sector Chief Patrol Agent Carl E. Landrum refused to bargain with the Union over the implementation, creation and establishment of a tactical traffic checkpoint on the West access road of Interstate Highway (IH) 35 location to be at or around the 32-mile marker, by notifying Union President Hector Garza that he would not negotiate with the Union.

Failing to bargain with the Union over the issues described above restrains and impairs the Union’s ability to represent the bargaining-unit Border Patrol Agents and Support Staff of the Laredo Sector.  Furthermore, by failing to bargain with the Union, Chief Landrum is placing Agent’s lives at an elevated and unnecessary risk.
